Collective Bargaining Updates

The University of Calgary and AUPE Local 52 bargaining committees met on June 9 and 10, 2021. During this bargaining session, the university provided the union’s bargaining committee with further written confirmation that its initial monetary proposal did not include, and the university has no intention of requiring, repayment of wages earned by staff. The bargaining committees also discussed a number of non-monetary proposals but did not sign off on any items.

Once future dates are confirmed, we will post them here. The university’s bargaining committee looks forward to continued negotiations on outstanding items.

The University of Calgary and AUPE Local 52 bargaining committees commenced collective bargaining on February 9, 2021. The collective agreement that is currently in effect expired on March 31, 2020, and the terms of that agreement continue to apply until a new agreement is negotiated.

The parties have had four days of collective bargaining to date (February 9-10, March 31, & April 1), and are scheduled to meet again on June 9 & 10. The university’s bargaining committee has tabled a 3% reduction to wages and the union’s bargaining committee has tabled a 7% increase to wages. At this time the parties continue to work through non-monetary proposals and no detailed discussions have occurred with respect to these initial monetary proposals. For clarity, the university’s bargaining committee did not table, and has no intention of requiring repayment of wages by staff as has been done elsewhere.

Legislative Updates

On May 4, 2017, the Government of Alberta passed Bill 7: An Act to Enhance Post-secondary Academic Bargaining. This legislation amends the Labour Relations Code and the Post-Secondary Learning Act.  Some key changes include:

  • Bringing academic staff under the Labour Relations Code
  • Creating postdoctoral fellows associations
  • Extending the right to strike (and lockout) to academic staff associations, graduate student associations, and postdoctoral students
  • Requiring post-secondary institutions to negotiate essential services agreements.

On June 7, 2017, the Government of Alberta passed Bill 17:  The Fair and Family-friendly Workplaces Act.  This piece of legislation amends the Employment Standards Code and the Labour Relations Code, neither of which had been significantly updated for almost 30 years.
